It sounds like they went into the country with dual passports. Burmese citizen does not allow to hold dual citizenship. There are many countries does not allow to hold dual nationalities.Some Burmese travel with dual passport and use the Burmese passport at the Yangon Mingalardon. Now, airport officials search the passenger and found the other.They are lucky to be get away with that money. It can even go into the jail. So, my advice is leave the non-Burmese passport at home.I will choose the number 2 for your question. I will take the next flight and spend that money in Bangkok.

As Burma is not ruled by law, please bear in mind that once we stepped into Burma, do not expect fairness and justice from Burmese authorities who often behave like thugs. They will demand whatever they want without giving reasons. May be US$ 3,000 or 5,000?
In my opinion is just take next flight out of Burma instead of paying ransoms to thuggish authorities.
Let me take another flight going to Bkk, anyway its hard to get myanmar visa as well. Even from singapore i must pay SGD$70 per trip for visa. Damn !!!! I rather go other countries where doesnt need to apply visa. I tell myself not to go back "HOME" unles militry gov died.
Here are the consequences of not paying that ransoms or fine whatever you want to call it.
Immigration officer will log your details and forwarded to the various ministries including Foreign Office.
Foreign Office will inform the Myanmar Embassy from your resident country. Subsequently, you will not be able to renew your Burmese passport when it’s expired.
Once the embassy received the instruction from Yangon, no one can help you for this.
Any property or business you own in Burma will become foreign own, and things start complicated.
Housing Department will re-register your property as foreign own and they are no longer safe.
Also, if you plan to denounce the Burmese passport and visit the country as a tourist, you might not get the visa.
If you are in the blacklist, any embassy can refuse the entry visa.
It is so easy to know whether you have other passport or not. Immigration official from Mingalardon used to ask how many book have you got, and they only charge 100USD per book. If your family enter the country with dual passport, you pay 100USD per person.
Now, things are unpleasant, 3000USD like robbery. If you start pay them, they will search everybody. They will see all Burmese with permanent resident status as USD notes.
In terms of whether you should visit your home land is depend on your condition. Some people with political asylum status can not go back to the country, which can lose their status. Some people do not have any property, business or relatives can choose other destination for their holidays.
For the others, very simple. Leave the passport at home or in Bangkok.

True. If one must go back do not take hard currencies back there. You can always "hondy" or exchange money here beforehand so sacks of kyats will be waiting for you there. I have always done this.
Of course it is a hassle to find trustworthy contacts. But the efforts are worth it.
Also Burmese passport holders in UK do not have to pay a single penny of income tax to the Burmese Embassy due to dual-taxation law signed years ago.
In UK they are hiking up the fees for renewal of Burmese passports to an exorbitant level. When my current Burmese Passport expires I no longer will renew it. When freedom comes to Burma you will always be able to renew it and you will always be welcome back to your motherland.
