H.E. Mr. Ban Ki-Moon:

Whereas the legitimate, democratically elected leaders of the Burmese people, organized in the Members of Parliament Union, have set up at the seat of the United Nations a permanent mission to maintain necessary contact with the Secretariat of the Organization,

Now therefore I, Daw San San, Vice President, Members of Parliament Union, have appointed and by these presents do confirm as Permanent Representative to the United Nations His Excellency U Thein Oo, elected representative of Mandalay Constituent, Southwest Constituency 2 .

His Excellency U Thein Oo is instructed to represent the people of Burma and the legitimate, democratically elected Members of Parliament in all organs of the United Nations. He is also authorized to designate a substitute to act temporarily on his behalf after due notice to the Secretary-General.
