Don't jump on conclusion.

It can be for a number of reasons:

1. People are staring to unite under one topic. They are deathly afraid of that.

2. China may be running out of funds to build dams in the mean time due to world's economy.

3. Junta want sanction to be lifted because they face deep deficit.

Many more....

Do not assume that they care about the people's desire than they care about themselves. We have been fooled and fooled again.

It can be that this very minute they already have a plan in place to move forward with the project when the attention dies down.

BTW, never ending suspicious mind is the result of never ending lies and cheat over 40 years.

Their credibility is none.
