Answers are wrong. the correct answers are
Storms and Quakes -- Weapons of War?
By Captain Eric H. May
Military-Political Editor
The Lone Star Iconoclast
According to this artical Nargis direction was changed India to Burma and category change 1 to 4, that's why Tun Lwin and Kyaw San made fool of themselves.
"Two of the most repressive regimes on the planet -- China and Burma -- struggle to respond to devastating disasters: the Sichuan earthquake and Cyclone Nargis. In both cases, the disasters have exposed grave political weaknesses within the regimes -- and both crises have the potential to ignite levels of public rage that would be difficult to control."
On Mayday, the Bush administration began its National Level Exercise 2-08, in which it simulated a category four storm. On the same day Cyclone Nargis, supposed to be heading for India, abruptly became a category-four storm and turned east for Myanmar (Burma). It made landfall on May 2, and wreaked such damage that it has been rated the worst natural disaster in the nation's history.

Problems? Profits!

"Reconstruction is now such a big business that investors greet each new disaster with the excitement of a hot new stock offering: $30 billion for Iraq reconstruction, $13 billion for tsunami reconstruction, $110 billion for New Orleans and the Gulf Coast."
Before Katrina, I didn't know about HAARP, and couldn't imagine something as cold-blooded as weather war.

Fully one half of the southern horizon was lit up in a fireball, which continued to erupt for an hour. This was my introduction to HAARP. As it all went down the Houston broadcast media was silent, except for the weather Channel, which reported an electrical storm.
YouTube videos from China show strange prism effects in the atmosphere moments before their cataclysmic quake. YouTube videos from the US Midwest show strange lights in the nighttime skies for the couple of days before the strange Midwest quake of April 18. The improbable official Air Force explanation doesn't mention the coincidental timing of the strange lights and the stranger earthquake:
"30 mins before the 2008 Sichuan earthquake in China" on YouTube

Anyway this is beyond my knowledge, full stop.
