The simple answer to the question points to LAW-KA-NI-TI, highlighting authoritarian culture as a social norm, a binding principle and a method manifesting stronger rule over weaker society. LAW-KA-NI-TI also known as SA-NA-KYA-NI-TI that originated from India was coined by SANAKYA founding father of ASIAN REALISM SCHOOL. Moethee Zun has given his critique/view on the concept of LAW-KA-NI-TI in his own perspective and space unlike nor equalled by none in HISTORY. Click here to view. "INFRASTUTURE OF EACH CITY/TOWN" They are... -Draiange & sewerage system -Underground and above the ground drinking water distribution system -Underground and above the ground electricity/power distribution system -Fire Proctection System (eg,Pillar Hydrant Provision to use the water when fire)
The above are the basic requrement for citizens in each and every of city/town.
For 50 years, since 1962,the Military Government failed to carry out.
EVEN THE MILITARY GOVERNMENT CAN NOT MANAGE TO CLEAM UP THE RUBBISH IN EACH TOWN.
That is one of the factor Burma became the poorest in the world.

All these Military Gangsters set up the wroung system of country economic for 50 years since 1962,started by Nay Win,the Teacher.
The Gangsters put the millions of country moneys in their pockets for their family/parters.
The Gangsters
-more richer and richer
-more healthy and healthy
-live longer and longer
But the country became the poortest in the world.
Now the country goes down deeper and deeper with great acceleration and momentum DUE TO 50 YEARS IMPACT OF THEIR LONG-TERM MISTAKES.
This is one of the reasons most of the Burmese activists don't stay in Burma. Let's the people suffer not them.
